Kevin's Accomplishments

In 2022, Congressman Kevin Mullin was elected to represent California’s 15th Congressional District (CA-15) in the U.S. House of Representatives. While in Congress, Kevin has been an outspoken leader in addressing America’s high cost of living, mitigating the impacts of climate change, strengthening our democratic institutions, protecting California’s innovation economy, and maintaining U.S. leadership in medical research.
Since being elected to Congress, Kevin has cosponsored 943 bills. Kevin’s consideration for supporting these bills requires thoughtful evaluation, research, and consulting with his constituents in CA-15.
Kevin has also introduced 24 bills during his first three years in Congress, many of them bipartisan, common sense solutions to real life challenges that his constituents have brought to his attention. Some of these bills include:

Creates a grant for low-income homeowners and affordable housing providers to make their property more resilient to climate-driven disasters.

Poverty Line Act
Updates the calculation of the Federal Poverty Line to reflect modern household expenses and account for regional differences.

Filipino Veterans Fairness Act
Restores full veterans benefits to all Filipino WWII veterans who served under U.S. command.

Language Access in Transit Act
Codifies requirements for public transit agencies to provide meaningful access to individuals with limited English proficiency.

Serious Noise Reduction Efforts Act (SNORE)
Permits SFO to limit airplane noise in residential neighborhoods surrounding the airport, and requires submission of its noise mitigation plan as a condition on funds.

Resolution: Affirming the obligation of the President of the United States to comply with court orders.
Congressional resolution to ensure that Donald Trump does not ignore the will of the people of the law of the land.

AV Safety Data Act
Requires the National Highway Traffic Safety Administration collects critical safety data from autonomous vehicles.

Battery and Regenerative Braking Act
Expands federal grants for commuter rail projects that use regenerative braking and energy storage projects (such as Caltrain).

Forging Ahead on Rail Electrification Act (FARE) Act
Establishes an advisory committee to identify technical, regulatory, and economic barriers to railroad electrification.

HEAR Act
Requires Medicare to cover hearing aids and other audiology services.

REACT Act
Directs FEMA to offer grants and technical assistance to state and local governments to improve emergency alerts.

Dredging Coordination Improvement Act
Creates a clear process for how the Army Corps works with stakeholders in maintenance dredging projects, and requires transparency on project budgets.

Driver Technology and Pedestrian Safety Act
Directs the Department of Transportation to study how emerging driver technologies, such as in-vehicle touchscreens and interface design, are impacting pedestrian safety.

Empty Lots to Housing Act
Gives the Federal Highway Administration the authority to allow state and local governments to develop transit-oriented affordable housing on underutilized land acquired with federal highway funds.

Groundwater Rise and Infrastructure Preparedness Act
Directs the United States Geological Survey (USGS) to map and forecast future groundwater rise and study impacts to infrastructure and health.
